Car Rental Terms and Conditions - Napoca Rent a Car
The client can book a car through the following methods:
• Filling out the reservation form available on www.napocarentacar.ro.
• Contacting customer support via WhatsApp or phone.
• Sending a request via email by completing the contact form.
The reservation is considered confirmed only after receiving a confirmation email from the Lessor.
To finalize the booking, the Client must send a copy of their ID and driving license.
For rentals made by clients arriving by plane, the flight ticket must also be provided.
Once confirmed, the Client will receive all necessary details regarding vehicle pick-up and drop-off.
Napoca Rent a Car reserves the right to review each request and approve the reservation based on availability and internal eligibility criteria.
If the reservation cannot be completed, the Client will be informed as soon as possible, without requiring further justification.
The Client can cancel a reservation free of charge at least 24 hours before vehicle pick-up.
Cancellations made less than 24 hours before pick-up may incur penalties.
The Client must pick up the vehicle at the time specified in the reservation.
To avoid delays and ensure a smooth pick-up process, clients arriving by plane must send a message to the customer service number as soon as they board their flight.
The vehicle is delivered in good technical and aesthetic condition, clean, and with the fuel level noted in the delivery report.
The Client must return the vehicle in the same condition, as per the contract details, and with at least the same fuel level as at pick-up, in the same location where it was collected.
At least 2 hours before arriving at the drop-off location, the Client must notify the Lessor and follow the provided instructions.
Rental rates are calculated based on the mileage limit selected by the Client at the beginning of the reservation.
If the Client exceeds the selected mileage limit, the daily rate of the next higher category will be applied.
If the maximum allowed mileage of 300 km/day is exceeded, an additional fee of €0.2/km will be charged.
The vehicle may also be driven by persons other than the contract holder, provided they are listed in the rental agreement.
To finalize the booking, a copy of the additional driver’s driving license and ID must be provided.
The first additional driver is free of charge, while a fee of €20 applies for the second additional driver.
Napoca Rent a Car provides 24/7 roadside assistance within Romania, included in the rental price.
If the Client plans to leave Romania, they must notify the Lessor and pay an additional fee of €100 for roadside assistance to be valid abroad.
In case of a technical failure or accident, the Client must immediately contact the Lessor.
Smoking is strictly prohibited in all rental vehicles.
If smoke odor is detected inside the vehicle, a professional cleaning fee of €100 will be charged.
If the upholstery or other interior components are damaged due to smoking, an additional repair fee of €200 to €500 will apply, depending on the extent of the damage.
The Client must use the vehicle in accordance with legal regulations and must not use it for:
• Racing or competitions;
• Illegal transport of goods or passengers;
• Driving off public or unpaved roads;
• Driving outside the country without prior approval from the Lessor;
• Towing other vehicles or transporting hazardous substances.
If the vehicle is found or proven to have been used in any of the above situations, the Client assumes full responsibility for any damage or necessary repairs.
Additionally, in such cases, the SCDW insurance will not apply, and the Client will bear all costs associated with the incident.
Vehicles are delivered with varying fuel levels, depending on availability.
The Client is required to return the vehicle with the same fuel level as at pick-up.
If returned with a lower fuel level, a fixed fee of €20 plus the cost of the missing fuel, estimated at market prices, will be charged.
No refunds will be given if the vehicle is returned with more fuel than at pick-up.
In case of an accident or theft, the Client is required to:
• Immediately notify the authorities and obtain an official report;
• Inform the Lessor within a maximum of 12 hours after the incident;
• Correctly complete the amicable settlement form when applicable;
• Provide all necessary documents for case resolution, including the original car key.
If the Client fails to provide all required documents or the original car key, they will be held fully responsible for any resulting damage or loss and will bear all associated costs.
The vehicle must be returned in the same clean condition as when it was rented.
If the interior of the car is dirty or stained, a professional cleaning fee ranging from €50 to €300 will be charged, depending on the level of dirt.
For exterior washing, a fixed fee of €10 is charged in advance, so the Client does not have to worry about washing the car before returning it.
If the vehicle is returned excessively dirty on the exterior, including excessive mud accumulation, wax residues, bird droppings, or other hard-to-remove stains, an additional cleaning fee between €50 and €100 will apply.
Without prior approval from the Lessor, the vehicle cannot be driven outside Romania.
For international travel, the Client must obtain written authorization from the Lessor.
The Client must pay the rental fee at the time of vehicle pick-up, according to the rate confirmed in the reservation.
Payment can be made via:
• Cash (in any currency convertible to RON at the daily exchange rate +1%);
• Credit/debit card;
• Bank transfer.
Napoca Rent a Car does not require a deposit or card fund blocking from the Client.
We offer protection packages included in the price (SCDW insurance) to reduce financial liability in case of damages.
What SCDW insurance covers:
• Damage caused by minor or major accidents, provided all legal reporting procedures are followed.
• Vehicle theft, provided the Client presents the original key, necessary documents, and complies with the reporting procedure.
• Repair costs for minor aesthetic damages (scratches, minor dents) at no extra charge.
What SCDW insurance does NOT cover:
• Damage caused by negligence, malicious intent, or driving under the influence of alcohol or drugs;
• Loss or damage of the vehicle key;
• Damage to tires, rims, vehicle interior, side mirrors, and windshield;
• Damage caused by refueling with the wrong type of fuel;
• Vehicle theft if the original key and documents are not presented;
• Driving the vehicle by a person not listed in the rental agreement.
The Client is responsible for using the fuel type specified by the manufacturer and indicated on the fuel cap.
Incorrect refueling will result in towing and repair costs, which will be fully covered by the Client.
The Client can request a contract extension only through written notification and with prior approval from Napoca Rent a Car.
The extension request must be submitted at least 24 hours before the contract expires.
The Lessor reserves the right to approve or reject the request based on vehicle availability.
If the vehicle is returned earlier than the agreed period, no refund will be issued, as the rate was calculated with a discount based on the initially selected number of days.
The Lessor may unilaterally terminate the contract if the contractual terms are not respected, and the Client will be responsible for any resulting costs or damages.
If the vehicle is not returned at the agreed time and date, hourly or daily penalties will apply according to the Lessor’s policy.
For delays exceeding 3 hours, the full daily rental rate will be charged.
If an unnotified delay exceeds 3 hours, the vehicle will be considered illegally used, and the Lessor reserves the right to report it as stolen to the competent authorities.
For long-term rentals (minimum 35 days), preferential rates and special payment conditions may apply.
The Client must comply with all contractual obligations, maintain the vehicle in optimal condition, and ensure that scheduled maintenance is performed on time.
